Obie L. Moore is the Managing Partner with the Bucharest office of international law firm Salans and has over 20 years experience practicing law in the emerging markets of Central and Southeast Europe, Southeast Asia, the Indian sub-continent and the Middle East. Salans has 520 lawyers located in offices in 15 countries.
Based in Bucharest for more than 15 years, Mr. Moore is a recognized mergers & acquisitions, corporate finance, and private equity lawyer, having been lead counsel on major acquisitions in Romania, Macedonia, Serbia, Bulgaria, Albania and Moldova.
Mr. Moore established the Salans Bucharest office in 1997. Between 1994-1997 he served in Bucharest as Managing Director and Vice President of the Romanian Enterprise American Fund, a major venture capital fund established by the U.S. government to invest in private sector companies in Romania. Before relocating to Bucharest, Mr. Moore was a senior associate in the international corporate and banking practice area of the Washington, D.C., law firm Shaw Pittman.
Mr. Moore was the President of the Board of Directors of the American Chamber of Commerce (AmCham) in Romania (2002 - 2004) and a Board Member of the same organization from 2000 to present. He currently serves as AmCham Romania co-Chair of the EU Committee, Chair of the Infrastructure and Property Development Task Force, and Chair of the Judicial Reform Task Force. In addition, he is Co-Chair of the American Bar Association’s (ABA) Central Europe Law Committee. Mr. Moore has written academic articles and spoken at conferences on the investment and commercial legal environment in Romania and other countries in the Central and Eastern European region.
Mr. Moore’s formal education includes University of Oklahoma, B.B.A in Finance (1978); Oklahoma University Law Center, J.D. in Law (1981); Oxford University, Queens College, External Studies in International Law (Summer 1979); University of Georgia Law Center, LL.M. (Masters of Law) in International Trade and Finance Law (1985).
